VINTAGE Bell & Howell Dial 35 (Canon Dial 35) 35mm Camera w/hard case PARTS

I can see red white and blue light meter but no indicator through viewer.
There is a battery in the camera. I don't know if it's a good one.
The winder clicks but the shutter seems delayed. Whirs and clicks randomly rather than when shutter button is depressed.
